CE6: MTS for non-square CUs (test 6.3.3)

Abstract
This contribution reports the test results of CE6-3.3. In JVET-L0195, it is proposed to apply MTS to the shorter side of 64xN and Nx64 non-square blocks with N smaller than or equal to 32. It is reportedly shown that CE6-3.3a can achieve 0.00%, -0.04% and 0.02% luma BD-rate on average with 100%, 101% and 100% encoding time under All Intra (AI), Random Access (RA) and Low Delay B (LDB) configurations, respectively, compared to VTM-3.0.
