CE6: Shape adaptive transform selection (Test 3.1)

Abstract
This document provides results for CE6 Test 3.1 on shape adaptive transform selection. The proposed approach selects transforms used in residual coding based on the shape of the transform unit. In the proposed configuration of the tool, the default transform is DST7 for the shorter dimension of a transform block and DCT2 otherwise. The default transforms are used for intra blocks when MTS flag is 0 or when MTS is switched off. DST7 is also used for the square luma Intra blocks if MTS is switched off. The adaptivity is enabled only for Intra blocks and only if block uses spatial prediction (disabled for cross-component predicted chroma blocks) and when the shorter luma dimension is either smaller than equal to 32 (Test 3.1a) or 16 (Test 3.1b).
