Non-CE6 : Extension of transform skip block size to 8x8

Abstract
In this contribution, the extension of transform skip mode up to 8x8 transform size has been investigated. It is reportedly shown that Y BD-rate changes are -0.03% (AI), -0.05% (RA) and -0.07% (LDB) under the common test conditions. The BD-rate changes for Class F and SCC sequences (which are studied in CE8) are -1.88% and -6.81% in AI, -1.83% and -6.77% in RA, and -1.69% and -6.78% in LDB, respectively.
