CE2: Affine model inheritance from single-line motion vectors (Test 2.4.8)

Abstract
This contribution presents the results of CE2.4.8. In CE2.4.8, it is proposed to set the base MV to be the MV of the neighbouring 4×4 block when conducting inside CUT-row affine inheritance, to avoid storing the top-left corner position of each CU. Simulation results reportedly show 0.00% BD-rate changing under Random Access (RA) configuration.
