CE5: Counter-based probability estimation (CE5.1.8)

Abstract
This contribution presents a technology described in CE 5.1.8 that is a counter-based probability estimation scheme using two-probability update model. Testing results on the proposed method show 0.86%, 0.68%, and 0.53% BD rate savings on average for All Intra (AI), Random Access (RA), and Low Delayed B (LDB) configurations, respectively, compared to VTM3.0.
