CE3-related: Construction of non-MPM mode list in intra prediction

Abstract
In this contribution, it is proposed to construct the non-MPM mode list for each coding block, where the order of modes in the non-MPM list is derived based on the angular modes which are the neighboring blocks of the current coding block. The number of modes in the non-MPM list depends on the angular modes of the neighboring blocks.
