Crosscheck of JVET-L0670 (Simplified DMVR for inclusion in VVC)

Abstract
The cross checker reports that the source code provided by Huawei was carefully analysed and found to be consistent with the description in JVET-L0670. The cross checker could reproduce the results reported in JVET-L0670. The difference from measured encoder and decoder run time ratios to those reported in JVET-L0670 is acceptable.

The cross-checker remarked that the software codebase used to test the scheme was based on CE9 software with some simplifications.
