CE4-related: History-based MVP without using the last lookup table entry

Abstract
A history-based motion vector prediction (HMVP) method was proposed in the 11th JVET meeting for improving merge and AMVP modes. HMVP lookup table (LUT) construction method is designed so, that the last entries in the HMVP LUT in most cases contain motion information from the adjacent CUs. The proposed method denies using last HMVP LUT entry to reduce number of redundant comparisons during merge/AMVP candidates list construction.
