CE5: probability update (5.1.1) and range computation (5.2.1) tests

Abstract
JVET-K0273 proposed modifications to the probability update and range computation functions in the arithmetic coding engine to enable higher throughputs in SW implementations. Average BD-rate changes associated with these modifications are: 0.01% / 0.00% / 0.02% / 0.03% and 0.07% / 0.08% / 0.07% / 0.07% for the VTM test conditions defined by CE5.
