CE4: ranking based spatial merge candidate list for inter prediction (Test CE4.4.14)

Abstract
This contribution reports the test results of ranking based spatial merge candidate list for inter prediction, which was proposed in JVET-K0304. In test CE4.4.14, it was reported that there are 0.12% and 0.24% BD-rate gain on random access and low delay B configuration, respectively.
