CE12: report of CE12-3 and CE12-5 on in-loop refinement

Abstract
The contribution reports results from CE12-3 and CE12-5 relating to in-loop cross-component chroma refinement. CE12-3 focuses on HDR content, using HDR CTCs, and CE12-5 on SDR content, using SDR CTCs. In the tested implementation, the refinement is applied to the chroma samples after the deblocking filter, both in encoder and in decoder. The chroma samples are corrected using a luma-dependent scaling factor, the cb and cr scaling tables being signalled per slice using piece-wise linear models. The tool is also tested in combination with CE12-2 dealing with in-loop reshaping. In this case, refinement is applied after the inverse reshaping step in the encoder and in the decoder.
