Cross-check of JVET-K0201: Non-CE2: On SAO parameter signalling

Abstract
This document reports the crosscheck results for the results reported in input document JVET-K0201, non-CE2, on SAO parameter signalling [1]. The cross-checked contribution adds new SAO parameter derivations without changing the SAO process. The source code to perform the tests were provided by the proponent Canon.
