CE13: Rotated Sphere Projection (Tests 8.1, 8.2 and 8.3)

Abstract
This contribution reports simulation results of CE13 test 8.1, 8.2 and 8.3. Rotated Sphere Projection (RSP) implementation over 360Lib6.0 merged with BMS1.0rc3 has been tested. The results are reported for Base RSP code, Base with rotation and Base with rotation, inactive region filling and blending. Results show that RSP has luma component BD-Rate gains of approximately -10.71%, -11.49% and -10.95% for 8.1, 8.2 and 8.3 respectively for BMS configurations and -10.37%, -11.66% and -11.10% for VTM configuration over PERP, under 360 Common Test Condition (CTC) for E2EWSPSNR.
