CE1-related: Partial CU for picture boundary

Abstract
In this contribution, partial CU is proposed for picture boundary handling. It is reported that 0.33% and 0.56% luma BD-rate reduction is achieved on average over VTM-1.0, for RA and LDB configurations, respectively.
