CE3-related: Simplifications for chroma intra coding

Abstract
In this contribution, it is proposed that only DM and CCLM modes (when enabled) are used for 2xN or Nx2 chroma blocks. Simulation results reportedly show that average -0.05% luma BD-rate and around 0.5% chroma BD-rate with 19% overall encoding time savings is achieved for VTM-1.0 under all intra (AI) configuration, and -0.02% luma BD-rate and 0.17% chroma BD-rate with 8% encoding time savings is achieved for BMS-1.0 under AI configuration.
