CE3: Linear interpolation intra prediction (Tests 7.3.1, 7.3.2)

Abstract
In JVET-J0017 [1] LGE’s response to the call for proposals (CFP) linear interpolation intra prediction (LIP) was introduced. In this contribution, two test scenarios were tested for LIP: (1) CE3-7.3.1 where MPM flag is coded after LIP flag signaling, and (2) CE3-7.3.2 where LIP flag coding is coded after MPM flag signaling.
