CE9: Motion vector difference signs derivation (Test 4.2)

Abstract
This contribution reports results of CE9-4.2 test of motion vector difference signs derivation (MVSD) technique. It is reported that method provides 0.49% BD-rate saving with 102% encoding time and 104% decoding time compared to VTM1.0 for the random access configuration. Compared to BMS 1.0 method provides 0.29% BD-rate saving with 100% encoding time and 101% decoding time for the random access configuration.
