This document presents the view of several organizations regarding the increasing complexity of the JEM software and proposes to create a new Ad-hoc group in order to study possible ways to reduce the general complexity of the software.

The contribution proposed the following:

• Although the authors do not have a perfect solution to the described issue, they said that the JVET group should work toward solving it. To achieve this, it was proposed to establish a new Ad-hoc group whose goal would be to reduce the current complexity of the JEM software while keeping the capability to perform new tools evaluation with a good quality.
• It was stressed that a new Ad-hoc group alone may not be enough to resolve the issue. The authors request that JVET carefully defines the Common Test Conditions considering tool development and ease of testing as well as performance-complexity trade-offs.

The decision to establish an AHG for the first bullet had already been taken before presentation of the contribution.

As one possible method for the second bullet, it is suggested to not enforce testing new tools against full Common Test Conditions. This, however, would mean that interaction between a new tool and some other tools would not be known.

Another suggested approach would be to reduce the length of the video test sequences (in particular when the size of the test set is further increased). However, short sequences would not be usable when subjective viewing has to be performed – only PSNR could be tested.

It was agreed to add the aspects of the second bullet to the mandates of AHG1.
