AHG9: Enhancements to the Gaussian Splatting Information SEI message

Abstract
This contribution provides enhancements to the Gaussian Splatting Information (GSI) SEI message proposed in JVET-AO0180. It identifies the absence of a mechanism to associate multiple independently coded video bitstreams that jointly represent a single Gaussian Splatting representation.
