Crosscheck of JVET-AO0109 (EE2-3.1 a/b : Unbiased Simple Quantizer)

Abstract
This contribution reports the crosscheck results of EE2-3.1 presented at JVET-AO0109, which adds an offset to the reconstruction points according to the URQ encoder bias parameter used in the quantization process. The partial cross-check results, including both BD-rate and running-times are matched with the data provided by the proponents.
