EE2-2.3: Extended Availability Conditions for Sub-Block Merge Mode

Abstract
This document reports the results of EE2-2.3, where the availability conditions of the sub-block merge mode are expanded to incorporate additional adjacent neighboring blocks and non-adjacent neighboring blocks for mode availability checking.
