Crosscheck of JVET-AM0111 (AHG12: On Residual Sign Prediction)

Abstract
This contribution reports the cross-check results of JVET-AM0111. In JVET-AM0111, TUs with less than two significant coefficients in the sign prediction area do not apply RSP, and the context modelling of the RSP flag is adjusted and several new contexts are added. The result is matched with the result from the proponent. Because the busy cluster, there may exist some slight fluctuations in the coding time.
