Cross-check of JVET-AM0196 (Non-EE2: Adaptive subsampling filter selection for CCLM/CCCM)

Abstract
This contribution proposes to align the subsampling filters used in CCLM and CCCM processes with the ones that are used in content generation. Existing HLS flag is used to indicate which subsampling filter should be used in CCLM and CCCM (including intra-CCCM and ALF-CCCM). Similarly, the filter selection method is incorporated into the filter derivation and application processes of inter-CCCM.
