Crosscheck of JVET-AM0209 (EE2-4.2: Reuse of ALF control information)

Abstract
This contribution reports the cross-check results of EE2-4.2, the CTB-level information for chroma ALF and CCALF can be used by future pictures. The result is matched with the result from the proponent. Because the busy cluster, there may be some slight fluctuations in the coding time.
