EE2-1.8: Harmonization of SGPM-BV and LIC

Abstract
This contribution reports the test results of EE2-1.8. This test extends the LIC to SGPM by inheriting the LIC flag and model parameters of neighboring blocks. If the LIC flag is equal to 1, the prediction block is compensated by the LIC linear model.
