Crosscheck of JVET-AL0106 (EE2-2.4: block vector guided EIP)

Abstract
This contribution reports the results from the cross-check of JVET-AL0106 (EE2 Test 2.4: block vector guided EIP), which uses a block vector to determine the reference area for calculating the EIP filter parameters instead of directly using the adjacent spatial reconstructed area.
