AHG9/AHG13: Comments on Film grain regions characteristics SEI message

Abstract
While the model adaptation method proposed in JVET-AH0166 [1] was adopted into the VSEI TuC doc, i.e., JVET-AI2032 [2], some model-adaptive modifications to the related syntax and semantics in the Film Grain Regions Characteristics (FGR) SEI message are proposed in this contribution to ensure the standard usage of adaptive film grain technology.
