EE2-3.7: Sub-block merge mode extension

Abstract
This contribution reports the test results of EE2-3.7. In this test, the block size restriction for sub-block merge mode is modified to allow more CUs applicable for sub-block merge mode. In EE2-3.7a, a sub-block merge mode extension with normative conditioning is investigated. In EE2-3.7b, a sub-block merge mode extension with non-normative conditioning is investigated.
