EE2-2.19b: Block Vector guided EIP

Abstract
This contribution reports the test results of EE2-2.19b. In EE2-2.19b, a block-vector guided EIP method is introduced to further improve the coding performance of EIP. On top of ECM-14.0, the test results are summarized as follows:
