This contribution proposes a dual merge mode. In this mode, a dual merge candidate list is constructed. Each dual merge candidate in the list has two motion information which is derived from previous coded blocks, and each motion information can be either uni- or bi-predicted motion. The prediction for this mode is generated by averaging the two predictions which are separately predicted using the two motion information. It is reported that on top of ECM-13.0, the overall coding performance impact for {Y, U, V, EncT, DecT} is }for RA and {} for LDB.
