EE1-4 related: On training data of super resolution

Abstract
In the NNVC 8.0 software, the training data for the super resolution model is generated with NN tools disabled. However, in the inference stage, the NN tools are requied to be enabled. Thus, this contribution propose to train the SR model with the training data where NN tools are enabled. The experimental results are reported as:
