Crosscheck of JVET-AH0079 (EE2-4.3: 16 States TCQ with State Exchange)

Abstract
This contribution reports a cross-check of proposal JVET-AH0079 (EE2-4.3: 16 States TCQ with State Exchange). The software was tested with 200 and 50 threshold values (STATE16_MAXLEN) for maximum number of coefficients where 16-state TCQ is used. The proposed scheme is an encoder only method.
