EE1-2.1: HOP separate models

Abstract
This contribution presents the test result of EE1-2.1, where separate models are designed for filtering luma and chroma in HOP filter. Inference process is aligned with HOP.3 in NNVC-8.0. BD-rate changes on top of NNVC-8.0 HOP anchor (NN intra + HOP.3) are reportedly summarized as below:
