Cross-check of JVET-AF0085 (EE1-1.2.1: on residual adjustments of NNLF)

Abstract
This contribution reports the cross-check of the contribution: "EE1-1.2.1: on residual adjustments for NNLF” described in JVET-AF0085. In JVET-AF0085, a frame-level residual offset can be used to modify the output of the HOP in-loop filter. The residual is adjusted by decreasing the absolute value of each of its coefficients by a small value. This small value belongs to {1, 2}.
