[AHG9] Editorial improvements of nnpfc_mode_idc

Abstract
Current design of NNPFC SEI message in Draft v4 (JVET-AD2006, April 2023) includes the flag, nnpfc_mode_idc to indicate whether the message includes base NNPF or updates to the existing NNPF. However, its definition is confusing as its definition not only talk about the modes of updates but also the format of data. This contribution proposes updates of the definition of nnpfc_mode_idc to avoid any confusion.
