AHG9: On derivation of NNPF input pictures and the value of nnpfc_purpose

Abstract
This contribution proposes the following changes, three on the latest interface text of using the NNPFC SEI message in JVET-AD2005-v1 for the derivation of input pictures to an NNPF, one on the value of nnpfc_purpose in the semantics of the NNPFC SEI message in JVET-AD2006-v1:
