AHG9: On NNPF input picture selection

Abstract
This contribution asserts that when a CLVS is concatenated after coded pictures of another bitstream, the output of an NNPF that would take input pictures across the CLVS boundary could be unpredictable, since the encoder did not expect the NNPF to be applied with inputs originating from different bitstreams. To enable splicing of bitstreams that define NNPFs inputting multiple pictures, the contribution proposes the following items:
