AHG9: Support more NNPF purposes

Abstract
This contribution proposes to add new NNPF purposes, including deinterlacing, background replacement/blurring, film gran synthesis, video stabilization, face/object redaction, visualization for computer vision task, video retargeting. To support more purposes, it is also proposed to extend the nnpfc_purpose and use a new syntax element to indicate how video format changes.
