EE2-1.23: Modification to MPM list derivation

Abstract
This contribution presents the test results of EE2-1.23, which studies a unified MPM generation for the regular intra prediction modes and template-based multiple reference line intra (TMRL) modes coding is studied. In the proposed method, an intra mode is derived for the MIP/intraTMP/Planar coded CUs to be used for future MPM list generation. Simulation results reportedly show that EE2-1.23 a achieves Y, U, V BD-rate change with encoder and decoder runtime as follows:
