AHG9: On non-consecutive input pictures for NNPFC SEI message

Abstract
It is asserted that for some application of NNPF, it may be beneficial to allow the NNPF to use input pictures that are not consecutive. This contribution proposes modification to support such feature. The proposed modifications are as follows:
