AHG9: On discardable and non-output pictures for NNPF SEI messages

Abstract
This contribution asserted that the current NNPF SEI messages (i.e., NNPFC and NNPFA SEI messages) do not take into account the aspects related to discardable pictures and non-output pictures. Considering that, the following constraints are proposed to be included into the design of NNPFC and NNPA SEI messages:
