Common test conditions and evaluation procedures for neural network-based video coding technology

Abstract
This document defines common test conditions (CTC), training procedures, conversion practices and software reference configurations to be used in the context of neural network video coding experiments after the 29th JVET meeting. These common test conditions are recommended for use in technical contributions to the 30th and following JVET meetings, as applicable.
