This document defines common test conditions and software reference configurations that are recommended for use in coding experiments relating to the HEVC scalable extension (SHVC) based on the scalable HEVC model (SHM) reference software. These common test conditions are also recommended for general use in SHVC-related technical contributions to JVET meetings, as applicable. During the development of SHVC, similar common test conditions were established for use in formal experiments conducted for the testing the SHVC design and its proposed modifications.
