EE2-2.5: Pixel based affine motion compensation

Abstract
This contribution reports the experiment results of EE2-2.5. It is proposed to change the minimum affine subblock size from 4x4 to 1x1 for both luma and chroma components, 1x1 subblock size allows pixel based affine MC. In Test 2.5a, minimum affine subblock size is set to 1x1 for luma component when OBMC is not applied, while in Test 2.5b the minimum subblock size is set to 1x1 for all affine blocks regardless of OBMC condition. The proposed method was implemented on top of ECM-7.0 and the test results are as follows.
