EE1-1.5: Combined intra and inter models for luma and chroma

Abstract
This contribution reports the results of EE1-1.5, where one luma model is used for intra and inter luma slices and one chroma model is used for intra and inter chroma slices. In Test 1.5.1, the training crosscheck is performed. In Test 1.5.2, the IPB idea is extended to the chroma model and the chroma model is retrained with AI and RA data. In Test 1.5.3, a chroma model without the IPB input is retrained with AI and RA data. Both Test 1.5.2 and Test 1.5.3 have only one luma model and one chroma model.
