EE2-3.1: Direct block vector mode for chroma prediction

Abstract
This contribution reports the results of EE2 Test3.1 on a chroma intra prediction method for screen content, direct block vector (DBV). It is proposed to use BV of corresponding luma blocks to derive the prediction for chroma components when dual tree is activated in intra slice. It is reported that the coding performance of ECM 7.0 is as below:
