In JVET-AA meeting, it is agreed to establish a common software for better evaluate neural network-based video coding technologies. Considering that an algorithm description output document will facilitate the study and development of the common software, proponents of the coding tools in NCS-1 provide a preliminary draft of the suggested algorithm description output document in this contribution.
