EE2-2.8, 2.9, 2.10: Longer luma and chroma filters for RPR

Abstract
This contribution presents results for EE2-2.8, EE2-2.9 and EE2-2.10. In EE2-2.8, longer (6-tap) chroma filters for RPR are tested. In EE2-2.9, longer luma filters for RPR are tested. The EE2-2.9 contains two sub-tests, EE2-2.9a where the luma RPR filters for all inter blocks are 12-tap, and EE2-2.9b where the luma filters RPR for non-affine inter blocks are 12-tap while the luma RPR filters for affine blocks are 10-tap. EE-2.10 contains two sub-tests where combination of longer luma and chroma RPR filters are tested. EE2-2.10a is a combined test of EE2-2.8 and EE2-2.9a. EE2-2.10b is a combined test of EE2-2.8 and EE2-2.9b.
